In this article, the author investigates the circulation and appropriation of representations of women in public policy. The author effectively mobilizes the metaphor of the network to examine the discursive intersections and transnational links between U.S. welfare programs and the World Bank gender mainstreaming policies. Her analysis reveals how both domestic and international policies are shaped by neoliberal gendered logics, which "refashion the family so that it works within a neoliberal market system". Whereas U.S. welfare policies advocate the benefits of marriage and the harms of single motherhood, the World Bank de-emphasizes family and teaches women, through microcredit loans and other programs, how to be capitalist entrepreneurs.
