Career Development in Canada: A Changing Landscape.

In Canada, responsibility for the career development delivery system is divided among federal, provincial/territorial, and municipal levels of government. Education comes under provincial/territorial jurisdiction. Career development varies across provinces and often from school to school. There are eight transition points throughout the school years to adulthood where guidance and career counseling are often necessary. Training and qualifications of career development practitioners vary. In Quebec, every school has vocational guidance counselors who must have a master's degree and specialist training in guidance. In other parts of Canada, guidance counselors in elementary and secondary schools must be licensed teachers. There are many current policy issues facing Canada. Leadership in Career Development is fragmented. Coherence to the delivery of career development is needed since it is difficult for clients to find their way to the right service. Very few points of service use any sort of planned method to assess counseling outcomes. Two key issues for the future are providing equity in career development to meet the needs of diverse client groups, and creating a career development service delivery structure.
