The Economic Contributions of Canada's Colleges and Institutes: An Analysis of Investment Effectiveness and Economic Growth. Volume 1: Main Report
Robison, M. Henry; Christophersen, Kjell A.
Association of Canadian Community Colleges
This analysis of the economic impacts generated by Canada's Colleges and Institutes is based on a sample of 61 colleges in 9 provinces, representing roughly two-fifths of the some 150 Colleges and Institutes in the country. The findings from the sample were used to generate results by inference for all colleges in Canada. Two major analyses are conducted (1) investment analyses from the perspectives of the students and the taxpayers; and (2) economic growth analysis to determine the relative contribution to GDP by colleges and institutes. The analysis recognizes Canada's Colleges and Institutes as a wise investment on the part of students and translates the economic growth effect of Canada's Colleges and Institutes into increased provincial/territorial government revenues via increased tax receipts. The real economic impact of Canada's Colleges and Institutes relates to workforce development as newly skilled college-trained workers deepen the national economy's human capital. The result is higher wages for students and greater returns to other factors of production. This publication includes: (1) Introduction; (2) Data Sources and Assumptions; (3) Investment Analysis - Benefits and Costs from a Single Year's Operations; and (4) Effect of Canada's Colleges and Institutes on National Economic Growth. Four appendices are included: (1) Glossary of Terms; (2) Adjusting for Benefits Available Absent Provincial/Territorial Government Support; (3) Explaining the Results - A Primer; and (4) Overview of the Input/Output Model. (Contains 47 footnotes, 5 figures and 22 tables.) [For Volume 2 of the report, see ED502330.]
