"Use of Data for Fiscal Management of State Part C Systems" is designed to increase the knowledge and skills of lead agency staff regarding the use of data for appropriate fiscal management of Part C. This document addresses budget development and management. This document has three sections: (1) Budget Development and Management; (2) Budget Analysis; and (3) Using Fiscal Data to Develop Programmatic and Political Support, and presents an in-depth look at the integral role of fiscal data in the development, management, and use of the state Part C budget including basic budget management information, examples of analysis, and samples of reports, forms, and other tools. The information is intended to help state Part C lead agency staff better understand the importance of a state Part C budget by identifying strategic policy questions that can be answered through the use of a high-quality data-based budget. Additionally, this document covers the important considerations, steps, data elements, and analyses needed to develop, maintain, and make use of a state Part C budget.
