Birmingham: A Case Study of the Role of Local Government in the Provision of Schooling.

This report describes a British local government's role in the provision of schooling. It identifies the benefits and limitations of that involvement, and draws out the implications for South Africa. The document focuses on the Birmingham City Council, its committees, departments, and services, and their current role in the city's schools. It is based on a case study that drew upon published and unpublished documents, consultations with key people involved with the Birmingham City Council, the Local Education Authority, those who had expertise in the area of local government and/or schooling, observations of meetings among city council members, and six focused interviews with people in positions of responsibility. The report's first section proposes a theoretical framework for investigating the local government in Birmingham and its involvement in schooling. This section considers local government's role within the framework of principles that underpin South Africa's new education policy. The second section contains a brief discussion of Birmingham's local government structure and offers a detailed description of the Education Committee as the governance structure specifically responsible for education decision-making in the city. The third section discusses the role of the City Council and outlines the benefits and limitations of that role. (Contains 65 references.
