Evaluation of the New York City Dropout Prevention Initiative. Final Report on the High Schools for Year Three, 1987-88. Part One: Program Description, Findings, and Recommendations.

This document comprises part 1 of a two-part evaluation of the third-year implementation of the New York City Board of Education's 3-year high school Dropout Prevention Initiative (DPI). It describes the DPI and presents the evaluation findings and recommendations. (Part 2 comprises reports on 8 special substudies of the program in year 3.) The DPI consisted comprised of the Dropout Prevention Program (DPP), which was implemented in 10 schools, and the Attendance Improvement/Dropout Prevention program (AIDP), which was implemented in 3 schools.) The majority of the 4,781 students targeted for services in 1987/88 had at least 40 absences during the previous school year, at least 20 absences during the prior spring, and/or had failed 3 or more courses during the previous year. The following intervention models were implemented: (1) six schools used a modified systemic model, with the bulk of funding used for school-wide improvements and some funds for services provided by community-based organizations (CBOs); (2) four schools used a modified CBO model, with the bulk of funding used for the CBO-sponsored Operation Success program and a moderate amount of funding for school-wide improvements; and (3) three schools used an AIDP school-with-CBO model, with most funding used for Operation Success but with substantial participation by tax-levy school staff. Overall, the program fell far short of its goals to improve students' attendance and rate of course passing. Recommendations for improvement focus on the need for program goals to be more closely incorporated into service planning, increased emphasis on school improvement, and the importance of a school-based planning process.
