Comprehensive Instructional Management System (CIMS) Communication Arts 1985-86. OEA Evaluation Report.

Using both qualitative and quantitative data, the Office of Educational Assessment/Instructional Support Unit evaluated the 1985-1986 New York City Board of Education's Comprehensive Instructional Management Systems-Communication Arts (CIMS-CA) Project. The 1985-1986 CIMS-CA aimed to (1) implement an integrated communication arts program for grades 7 and 8, along with an assessment component, (2) continue elementary and junior high staff development, (3) complete revision to an integrated communication arts curriculum for grades 4 and 5, (4) pilot and revise assessment instruments for grades K through 6, (5) implement a computer management system, (6) implement a drama component for grades 4 through 8, and (7) continue to expand the project to allow for more participation by students, teachers, and administrators. Results indicated that participating students made statistically significant gains in holistically scored writing samples in grades 1 through 8. In addition, CIMS-CA students in grades 3 through 8 showed statistically significant reading gains overall on city-wide standardized tests in grades 3, 4, 5, and 8. Teachers viewed participation in staff development, test and curriculum design, and implementation as highly successful. Further, results indicated that the inclusion of grades 7 and 8 in the project proceeded smoothly and that curriculum revision for grades 4 and 5 was complete, and the first year of the drama component seemed to have been very successful. Finally, the number of students, teachers, and administrators participating in the program increased significantly. Among the recommendations based on these findings are to continue regular curriculum evaluation, to involve teachers directly in curriculum development, to maximize staff development and recruitment, and to extend the drama component for a second year.
