This report presents information about the effectiveness of the District of Columbia's Gifted and Talented Education Program. Primary objectives included: information dissemination about the program within the school system and the community; continued above average academic performance and creativity of participating students and their participation in the "Olympics of the Mind" competition; and demonstration of creativity and high interest by students attending a 4-week Gifted and Talented Summer Experience. Evaluation findings include: continued above average performance of grades 3, 6, 7, 8, and 9 students in language arts and mathematics; 71 percent participation of the gifted and talented programs in the Olympics of the Mind competition; participation and demonstrated high interest of 300 students in the Summer Experience; and information dissemination through newsletters, flyers, interviews, and meetings. It is recommended that further research examine the identification process at the junior high school level and differences between students who demonstrate exceptional potential for superior performance and those who demonstrate superior performance. Appendices present: the evaluation model schema; a list of participating schools; student scores and percentile ranks on the Comprehensive Tests of Basic Skills; agendas for the Olympics competition; information about Summer Experience courses and student interest in the Summer Experience; and a student attitude scale.
