The document--80% of which consists of appendixes--presents the final report of Project AID (Assistance for IEP Development), designed to assist schools in Montgomery County, Pennsylvania, in the initiation of the individualized education program (IEP) process for handicapped students. Intensive training programs were devised for personnel in each of 22 public school districts and 8 approved private schools at all levels of role positions (including teachers, administrators, and other specialized staff). Apart from training, technical consultation also formed a major part of the project. Specialized IEP forms, miscellaneous publications, and administrative policies for conducting IEPs in different settings were also developed by the project, and are included in the report. Monitoring information is presented on all phases of service that were designed to serve as a role model for the coming years of IEP implementation in such large regional educational service agencies. Efforts aimed at multiagency and multiregional collaboration are also described, along with the results of some extensive surveys of IEP practices conducted at the state and national levels.
