The contents of this report by the staff of the Senate Select Committee on Nutrition and Human Needs--based on information gathered at the National Nutrition Policy hearings, from testimony before the Select Committee and the Senate Agriculture Committee and through staff investigation--are organized in nine chapters, as follows: (1) Food Stamp Basics (how the program works, who used food stamps, the income of food stamp participants, how many people are eligible for stamps); (2) Still Going Out of Business, a history of the Food Stamp program; (3) The Denial that Hunger Exists; (4) Hunger is Growing; (5) Breakdown, problems in user certification; (6) Outreach amputated (the elderly)& (7) Not at Your Service, an account of the uncooperativeness of banks and the postal service in distributing food stamps; (8) Hunger Institutionalized, a discussion of the inadequacy of the food stamp allotment to ensure minimum nutrition; and (9) The Price Barrier, asset limits for the elderly. Also included are a preface, a summary of findings and recommendations, and introduction entitled Hunger in 1975, a bibliography, and seven appendixes: Food Stamp Act, preliminary study by Gary Bickel and Maurice MacDonald, food stamp application, outreach expenditures, case histories, listing of issuance services, and economy diet plan.
