This handbook presents a number of countermeasures through which boards may more adequately defend the public interest in control of public schools as the demands of militant teacher organizations continue to escalate. The first two sections of the book contain the historical and legal background; parts III, IV, and V present a complete and typical package of organizational proposals to which counterproposals are set forth in response. The final section, part VI, draws on the previous five parts and attempts to project them in perspective into patterns for planning for the future of negotiated public education. The counterproposals are offered with the caution that their utility must be evaluated in the light of State laws and local conditions. (Author/JF)
