Prevention of dental disease is the key to improving the nation's oral health. The American Dental Association (ADA) program of prevention and control of dental disease through improved access to comprehensive care concentrates on those who have special difficulties in receiving care: the poor, the elderly, the handicapped, the institutionalized and the uninsured. An additional group deserving continued attention are those who have access to the system and do not use it. While the dental care delivery system is basically sound, there is a void in financing mechanisms for those unable to pay and a shortage of dentists in isolated areas. The fixed nature of facilities presents problems to those unable to travel. The ADA program stresses increased prevention efforts within the profession and public sector, including government, and explores the possibility of broader health care funding.
