The report describes the first operational occupational survey of an officer utilization field comparing task performance across career ladders for 2,339 communications-electronics officers in the AFM 36-1 specialty description. The survey was conducted during September-December 1974. In September 1973, the Air Force Human Resources Laboratory, as a result of extensive research, released methods for occupational analysis of officer utilization fields for operational implementation. The report describes the survey method, analysis of survey results, examples of the application of officer surveys to career field structure and training, and presents conclusions and recommendations about surveys of officer utilization fields. Appendixes (70 pages) present: (1) inventory development and administration; (2) task performance, specialty summary versus survey data; (3) evaluation of differences of tasks performed; (4) evaluation of differences across utilization ladders (first four years of service); (5) change in tasks performed as a function of time in service; (6) career ladder structure; (7) summary of background information; (8) discussion of task difficulty index; and (9) comparison of training to task performance. An attachment provides detailed descriptions of each job produced by hierarchical grouping analysis. (BP)
