1978-1979 Fall Enrollment Analysis.

Enrollment in the Los Angeles Community Colleges in fall 1978 dropped to 124,523, a 3.7% decrease from fall 1977. Instructional Television and West Los Angeles College showed the only increases, although the increase at West (and the decrease at Trade-Technical College) were related to the administrative tranfer of the Airport Center from Trade to West in spring 1978. Weekly student contact hours (WSCH)--the number of class hours in which students are enrolled each week--dropped 4.4% in fall 1978. Student load--WSCH per student--declined to 9.75 hours in fall 1978, continuing the long-standing trend toward lighter class loads among students. However, day loads increased for the first time since 1973. One factor in the enrollment decline in fall 1978 was the approximate 9% reduction district-wide in the number of classes offered, a cut of perhaps 1,200 classes. A second factor may have been the loss of some students to neighboring districts in the wake of the summer sessions cancellation in Los Angeles. Preliminary figures indicated that the statewide decline in community college enrollment exceeded the decline in Los Angeles. Under the target budget system of community college financing in effect for 1978-79, state apportionment was not linked to enrollment.
