The Council on Economic Priorities charged the BIA with violating its "moral obligations of highest responsibility and trust," because it approved coal leases with low royalty rates on the basis of weak environmental research. This article implies that tribes are more likely to receive equitable leases by negotiating directly with companies than relying on the BIA. (Author/RTS)
