Major Issues in the Design of New Educational Systems.

The necessity of design and planning for school restructuring with a macro focus on education systems design is discussed in this paper. Eight support and implementation strategies are identified: utilization of a formal change process; planned coordination; multiple sponsorship; formation of a grassroots collaboration network; external and internal advocates; metaplanning; pain management; and concerns management. A conclusion is that new models for schooling should be designed through a formal process rather than as variations of past instructional traditions. (21 references) (LMI)
