The INTELSAT definitive arrangements establishing a new regime for INTELSAT and telecommunications are detailed in this monograph. A first part presents a review of the general climate of the definitive arrangements negotiations and an examination of several factors which greatly influenced their outcome. The second part considers negotiations of the definitive arrangements among the various participating countries. A detailed analysis of key features of the definitive arrangements and comparison with interim arrangements comprises part three, and a commentary on two significant controversies--INTELSAT and other satellite systems, and the specialized services controversy--concludes the monograph.
