Land Application of Wastes: An Educational Program. Legal Aspects - Module 16.

This module summarizes laws that are relevant to the land application of wastes, focusing on the applicable Federal laws and representative state regulations from different areas of the country. The module describes the 10 points of Public Law 92-500, the Federal Water Pollution Control Act Amendments of 1972, that relate to land application. It describes the National Environmental Policy Act of 1969 which requires the submission of formal environmental impact statements for all projects that receive federal funds. It describes the Safe Drinking Water Act which establishes national primary drinking water standards to protect the public health and welfare. It describes the provisions of the Resource Conservation and Recovery Act of 1976 which establishes acceptable practices for the land disposal of sludges. Finally, the module gives a brief overview of the states which have guidelines for land treatment of wastes, focusing on Florida, Texas, Pennsylvania, California and Minnesota--each from a different region of the country, to examine their regulations more closely. The module summarizes water rights laws in the United States as they pertain to land application. (Author/BB)
