Work and Family in the United States: A Policy Initiative. A Report of the Family Policy Panel of the Economic Policy Council of UNA-USA.

As part of its world employment project, the Economic Policy Council of the United Nations Association of the United States formed the family policy panel to further examine the extent of ongoing changes affecting the family, the workplace, and the economy. In its work, the family policy panel concentrated on five issues considered central to the framework of any family policy: maternity and parental leaves and benefits, child care, maternal and child health care, equal employment opportunity and pay equity, and flexibility in the workplace. The panel arrived at a set of specific policy options which are presented in this document prior to discussions of the family and the labor force, implications for families, implications for employers, international perspectives on family policy, and the five policy issues mentioned above. Appendix A provides a table of basic data concerning maternity, paternity, and parental leaves as of 1984 in other western industrialized countries, such as France, German Democratic Republic (East Germany), Italy, Sweden, and the United Kingdom. Appendix B presents six case studies involving Merck & Co., Inc.; American Can Company; Steelcase, Inc.; Service Employees International Union, AFL-CIO-CLC; Communications Workers of America, AFL-CIO; and Empire State Day Care Services Corporation. Information about the Economic Policy Council, the United Nations Association of the USA, and its reports and book series is also included in the document. (RH)
