This manual presents concepts, tools, and techniques that are useful in the management of cooperative education programs at the state department of education, school district, and secondary school levels. Section I is a general discussion of the management role in cooperative education. In section II focus is on the nature of the internal and external environments and the impact of forces in the environment on management. Section III discusses management information, including objectives, techniques, and processes for gathering and using information to guide management activities. Section IV addresses planning to reach cooperative education goals and objectives and controlling to keep activities on course. Section V on human relations addresses working with advisory committee members, school staff, employers, students, parents, and others to achieve cooperative education goals and objectives. Discussion in section VI focuses on directing operations, namely directing activities, scheduling, allocating and using resources, assigning, monitoring, and reporting. Section VII is on evaluation. Concluding each section is a set of questions in each management area, which serves as a checklist to guide management activities and as a basis for self-evaluation. Section VIII is an annotated list of sources of additional information. A force-field analysis is appended. (YLB)
