A comprehensive study of public safety in higher education with an emphasis on effective management approaches is provided. An overview of the broad and complex functions that campus public safety performs today is offered by reviewing historical developments, gleaning current literature and research, and presenting innovative campus public safety programs. Four parts look at the following: (1) the importance of public safety within the campus community (the emergence of campus public safety in higher education, crime on campus, and toward a proper perspective: law enforcement versus service); (2) organization and management (organizational considerations, effective leadership and management, budget planning and records management, and personnel management); (3) operations: the delivery of services (law enforcement services, security and safety services, support services and equipment/facility considerations, and special services and programs; and (4) the enhancement of campus public safety (external relations: cooperation and involvement, and accomplishments and changes: an assessment).
