This guide is intended to assist members of governing bodies of universities and colleges of higher education in England, Wales, and Northern Ireland in the performance of their duties. The guide is divided into two parts. Part 1 is concerned with the role of the governing body. It outlines the legal status of institutions and their structures of governance and considers the responsibilities of members of governing bodies towards their own institutions, to government and Parliament, and to the wider community. Part 2 of the Guide consists of 12 appendices that provide background information about the higher education system. This information is included to help members of the governing body understand their roles in a wider context. The main duties of the governing body are discussed as: (1) proper conduct of public business; (2) strategic planning; (3) monitoring performance; (4) finance; (5) audit; (6) estate management; (7) charitable status; (8) staffing; (9) students' union; and (10) health and safety.
