The report is designed as a series of briefing papers on specific topics and contains short sections designed to be read in isolation from other parts of the report. The report is divided into seven chapters: (1) "Juvenile Population Characteristics"; (2) "Juvenile Victims"; (3) "Juvenile Offenders"; (4) "Juvenile Justice System Structure and Process"; (5) "Law Enforcement and Juvenile Crime"; (6) "Juvenile Courts and Juvenile Crime"; and (7) "Juveniles in Correctional Facilities." (Although primarily intended as a reference for the juvenile justice community, the document can also serve as a reference for teachers in law-related education (LRE) settings containing criminal justice components.)
