Learning without Outcomes: Ethnic Minority Adults and the Employment Training Scheme.

Interviews with 85 of 163 trainees and 28 of 47 trainers in a British Employment Training program showed that, despite high participation rates, ethnic minorities had lower achievement of National Vocational Qualifications and lower employment rates. Despite the positive experience of new skill acquisition, such programs reinforce the experience of discrimination and disadvantage. (SK)
