The Illusion of Convergence: Federal Student Aid Policy in Community Colleges and Proprietary Schools.
Moore, Richard W.
New Directions for Community Colleges, n91 p71-80 Fall 1995

Suggests that the apparent convergence masks real and profound differences between these institutions in the areas of mission, governance, size, articulation with other sectors, costs, and market orientation.
