Higher Education Reform in Russia: Democratization or Bureaucratization?

Recent reforms have increased the level of administrative oversight, and also of interference of the structure and content of university education in Russia. This is leading to a weakening of Russian higher education. In this article, the author talks about the reform of the system of higher education in Russia and the bureaucratization of higher education as a consequence of the reform.
