Widens the conceptual framework for the equity issue in American education by relying on the King James version of the Bible. Biblical references (on gleaning, the year of jubilee, caring for the poor, sharing, and equality of persons before God) form the basis for the concepts of fiscal equity and equalization among school districts within a state.
