College bilingual education programs seeking federal funds were hampered by the requirement that they cooperate with local education agencies. A resource center in bilingual education can support programs with instructional materials, testing, and multiplying time available to teachers. Bilingual teacher education in special learning laboratories is a promising development. (CHK)
