Youth Participation in Education: A Review of Trends, Targets and Influencing Factors.

The educational participation and retention of youth in education in Tasmania and factors affecting them were examined in relation to the patterns observed throughout Australia and elsewhere. The study established that Australian youth's participation in education, including school, vocational education and training (VET), and higher education, has trended upward since 1993, with Tasmania's participation rates generally following the national pattern (albeit at a lower level). The difference between Tasmania and other Australian states proved particularly significant for the group of youths aged 20-24 years. Participation in education by Tasmanian youths was lower than the youth participation rates in most Organisation for Economic Cooperation and Development countries. VET participation rates have remained below the national average, and Tasmanian higher education participation rates have been consistently lower than those of most other Australian states. The following factors were identified as affecting education participation rates: socioeconomic profile of the population; young people's, families', and communities' valuing of education; the curriculum and available education and training; educational and youth employment and welfare policy settings; financial incentives and barriers; level of economic activity; structure of the economy in terms of industry and occupation; and degree of rurality of the region or state.
