Standards-Based Accountability: A Design for Student Success. A Position Paper.

California's continuous-improvement accountability system in which all elements are aligned and work together for the purpose of promoting and improving student learning is presented. The state's comprehensive, standards-based system rests on five key components: (1) student learning and achievement are at the heart of education; (2) standards are the basis of a statewide accountability system for continuous improvement; (3) assessment measures student attainment of standards, guides instruction, informs students and parents of progress, and provides information on program effectiveness; (4) support and resources are needed to implement the elements of a continuous-improvement accountability system; and (5) a standards-based accountability system fully shared and supported by all stakeholders will ensure the needed systemic changes for improved student learning.
