Job Training Partnership Act. Long-Term Earnings and Employment Outcomes. Report to Congressional Requesters.

The General Accounting Office (GAO) examined the long-term earnings and employment outcomes of Job Training Partnership Act (JTPA) programs. Data from the National JTPA Study and annual earnings records from the Social Security Administration were used to calculate the average earnings and employment rates of four target groups (adult men, adult women, male youths, and female youths) for 5 years after their acceptance into the study. Although the statistical analysis showed some positive effects of JTPA in the years immediately following training, JTPA failed to produce any significant effect on earnings or employment rates after 5 years. In some earlier years, adult men and women who received training had earnings or employment rates significantly higher than did their counterparts in the control group. By year 5, however, each of the four treatment groups had earnings and employment rates that were nominally higher than those of the control group. The higher earnings could not be attributed to JTPA rather than to chance alone, however, because none of the fifth-year differences was statistically significant.
