Noting that the gains made by children must be understood and supported by the family and community, Head Start gives parents and other family members many opportunities to develop an appreciation of the young child's needs and how to meet those needs. Successful parental involvement enters into every aspect of Head Start; therefore, Head Start must discover new ways to involve parents. This document outlines Head Start policy on parent participation. It describes the following types of parent participation: (1) participation in the decision-making process; (2) participation in the classroom as employees, volunteers, and observers; (3) participation in and development of activities; and (4) working with children in cooperation with Head Start staff. Head Start Policy Groups include the Head Start Center Committee, the Head Start Policy Committee, and the Head Start Policy Council. The bulk of this manual is comprised of charts detailing composition of the policy groups, including personnel of the delegate and grantee agency, planning general administration, personnel administration, and the grant application process.
