Arts in Education Programs of the West Virginia Commission of the Arts. Evaluation.

This evaluation, conducted in 1994, examines all of the West Virginia Commission on the Arts' Arts in Education programs and assesses the future direction of the programs. The evaluation was conducted with a combination of quantitative and qualitative methods so as to provide the Commission with the data it needs to help guide planning and further program development, and for advocacy and public education concerning the arts. The evaluation focused on in-classroom K-12 programs and excluded education programs that are funded through the state's five major institutions, and encompassed programs from 1989 to the present to shape the Arts in Education program for 1996-97 and beyond. The evaluation process included a review of the program objectives and of previously gathered materials; questionnaire surveys and responses (n=117) artists, art organizations, educators and school administrators; round tables/focus groups on issues emerging from the surveys; and telephone interviews with arts advocates. The survey and interview findings suggested areas of concern addressed in the recommendations. These recommendations directed the Commission to consider four programmatic-wide goals: (1) to increase the awareness of the importance of the Arts in Education; (2) to increase the participation of culturally diverse artists and audiences; (3) to provide opportunities for the arts to become basic to the curriculum; and (4) to provide opportunities for Directory artists to improve their educational programs. Charts, tables, and open ended responses to research questions and focus groups and surveys are given. (MM)
