Our Children at Risk.

This report is concerned with at risk children and youth. Synthesizing data based on country reports and case studies from 17 countries and 3 foundations, the report covers issues relating to the preschool, school age, and transition to work periods. At risk children and youth have become key issues not only from claims of social justice, but also from the need to develop high level skills in order to maintain employment and productivity levels and economic prosperity. Those at risk come from disadvantaged backgrounds, fail to reach the necessary standards in school, often drop-out, and, as a consequence, fail to become integrated into a normally accepted pattern of social responsibility, particularly with regard to work and adult life. Manifestations of a failure to integrate successfully include health problems, substance and drug abuse, crime, early pregnancy, and unemployment. Factors that predict at-risk status include a background of poverty, ethnic minority status, single parent status, type of school attended, and poor housing. Chapter 1 of this report is a general overview of the concept of being at risk. National policies and intervention strategies are described. Chapter 2 is a discussion of the major developments that have direct repercussions on young children's lives as well as the prevention and early intervention programs for children at risk. Chapter 3 discusses shared responsibilities between parents and teachers, and the roles of the community and school staff. Chapter 4 discusses programs and services for youths and at risk persons. Chapter 5 further discusses the concept of at risk, prevention and remediation, and major policy issues. Contains references at the end of each chapter. (MOK)
