This publication summarizes a state program for youth in substitute care. The report includes a description of county, private agency, and state staff efforts; program expenditures; a description of youth served and how they were helped in the transition from foster care to independent living; and recommendations for the coming year. The central program for youth in substitute care is entitled Support for Emancipation and Living Functionally (SELF)--a State-supervised, county-implemented approach based on the premise that such youth are at significant risk of not making a successful transition to independent living. Program evaluation includes SELF staff assessments and quantitative analysis of program status and outcomes. Some program highlights included training and program development to promote culturally competent service delivery, expanded and enhanced focus in regional programming, and efforts to fill gaps in services. Follow-up surveys indicated many improvements: an increase of 25 percent of youth living on their own who had completed SELF-funded services; the proportion of youth with full-time jobs witnessed an increase from 11 percent to 25 percent; and other improvements.
