Access to Quality: Common Directions for Uncommon Times.

This report discusses the formulation of a common mission statement by the South Dakota Board of Regents System of state-supported higher education. Twelve directions are identified in light of the system's needs and the state environment in South Dakota. These include: (1) ensuring the quality of undergraduate education; (2) selectively improving specific graduate programs; (3) creating a quality teaching and learning environment; (4) developing areas of excellence; (5) embracing pluralism; (6) encouraging institutional flexibility and responsibility; (7) fostering collaborative relationships with groups external to the university system; (8) increasing public awareness and appreciation for higher education; (9) seeking adequate funding; (10) seeking competitive compensation for staff; (11) providing appropriate facilities and equipment; and (12) maximizing the delivery of programs and services through innovation and advanced technology. The report also addresses assumptions in the areas of mission and planning, state demographics, governance, student populations, programs, staffing, finance, facilities, and intergovernmental relations. An appendix provides the mission statements of the University of South Dakota, South Dakota State University, South Dakota School of Mines and Technology, Black Hills State University, Dakota State University, and Northern State University.
