This guide is designed to assist in providing appropriate educational services to secondary students who exhibit behavior problems. The guide discusses what is known about adolescence, as a basis for understanding secondary students. It examines methods of identifying students with behavior problems and proposes two courses of intervention based on a decision making and planning model. The two intervention approaches discussed include: (1) an Iowa model which follows five steps, from dealing with the behavior problem within the classroom or home, conducting prereferral intervention activities, determining that special services are needed, choosing the most appropriate service, and implementing and revising the selected interventions; and (2) a Quebec (Canada) model which defines priorities of student needs, determines intervention objectives and strategies, designates responsibilities among the educational team, coordinates the team's work, and establishes a calendar and an evaluation method. The guide describes specific types of intervention found to be effective (such as conflict resolution and behavior modification), emphasizes the importance of collaboration with other members of the educational team, and outlines the development of a service plan.
