This manual is designed to support college management teams in Great Britain in the planning and delivery of effective learning opportunities for unemployed people, within the context of changes in the economy, labor market, and education and training policy. Section 1 discusses the context of these changes, and key issues for college planners are listed for each of the three aspects of the change. Section 2 focuses on strategic planning. The planning process is described, a diagram demonstrates a possible planning process, and an example shows the planning process for a specific aim. This section also discusses collaboration and networking and provides examples of networks. Section 3, on marketing, begins with a discussion of both the supply side and the demand side. Three perspectives at the local level from which market research may need to be carried out are examined and researching the potential market, existing market, and past clients is addressed. Other topics include outreach, publicity and promotion, and interagency partnerships. Focuses of section 4, on curriculum management, include curriculum planning, curriculum design and delivery, curriculum content, learner support (including guidance, child care, and transport), and learning support. The purpose and types of assessment as well as accreditation are considered. Section 5 on operational management looks at organizing and resourcing provision, staffing, human resource development, accommodation, administration, and quality assurance.
