This committee report recommends the passage of the Head Start Improvement Act of 1992, which amends the Head Start Act. The committee's report includes discussions of: (1) the history of legislation affecting the Head Start program; (2) the need for the current legislation; (3) local control of allocated funds; (4) a waiver of the requirement for Head Start program participants to match federal funds with nonfederal funds; (5) transportation of Head Start children to and from school; (6) reviews of agencies granted Head Start funds; (7) the provision of literacy training to parents of Head Start children; (8) the provision of medical benefits to younger siblings of Head Start children; (9) Head Start facilities; and (10) the elimination of application priority to certain agencies applying for participation in the Head Start program.
