This document focuses on intellectual freedom as it relates to school library media centers and instructional materials. Its purpose is to help school districts develop and adopt necessary policies that will build a solid foundation for intellectual freedom as part of the school climate, devise procedures that should be followed when an expression of concern or a complaint occurs, and provide sources of assistance. Introductory materials include a glossary of intellectual freedom terms which was adopted by the Intellectual Freedom Committee of the American Library Association. Section Two provides two statements developed by the Wisconsin Department of Public Instruction (DPI) that are particularly appropriate to intellectual freedom as well as summaries of the following school philosophies and procedures: materials selection policy, inservice training, communication and public information policies, materials reconsideration procedures, and procedures for teachers to handle complaints about classroom materials. Section Three is a selected annotated bibliography of materials discussing issues of intellectual freedom. Section Four presents the Wisconsin statutes that reflect the philosophy of freedom and equity in education. A series of intellectual freedom statements and interpretations of the Library Bill of Rights are provided in Section Five. Concluding the report is an annotated list of state agencies, state associations, and national associations to contact for assistance with an intellectual freedom issue. (MAB)
