Minister's Forum on Special Education: "Together Today for Our Children Tomorrow." Proceedings (Alberta, Canada, May 10-11, 1991).

This document reports on the proceedings of a forum on special education, called by Alberta's Minister of Education. The forum was intended to present Alberta Education's preliminary position on the integration of students with special needs and solicit feedback, review concerns raised in the Special Education Review Action Plan, and provide ideas to help Alberta Education develop policies and procedures for the overall delivery of special education. The proceedings summarize the Minister of Education's opening remarks and two panel presentations, one on integration and the other on coordination and funding. Issues and proposed solutions are then documented. In the area of integration, issues discussed included policies and procedures, training, coordination of services, placement decision making, attitudes, funding, school level differences, and consultation. In the area of coordination, issues discussed included the Children's Services Secretariat, medical services, psychosocial services, parent support and involvement, reviewing and enhancing services, training needs of teachers and paraprofessionals, other support services, and early identification and prevention. In the area of funding, issues discussed included special education for all exceptional students, for high incidence jurisdictions, for severely handicapped children in early childhood services programs, for non-instructional services, and for private schools.
