Restructuring schools has become a rallying cry among educators. It aims to create schools that are more centered on learner's needs for active, experiential, cooperative, and culturally connected learning opportunities supportive of individual talents and learning styles. This report is based on an early evaluation of the process of restructuring in 12 schools in the "Schools of Tomorrow...Today" (ST/T) project run by the New York City Teacher Centers Consortium of the United Federation of Teachers. The context for understanding school restructuring is related in terms of a set of building blocks that include: rethinking the curriculum and instruction in order to promote quality and equality for all students; recreating the structure of the school; and building partnerships, coalitions, and networks. The ST/T project initiated the building of work teams to initiate change. Changes in organizational structures and in student discipline procedures are two of the four categories addressed. Issues confronted in the process of restructuring schools concern: (1) inadequate resources; (2) relationships between personnel at all levels; and (3) organizational support needs. Early lessons include the relations between process and content, redefining success, building team relationships, and linking the team to the school. Conclusions and recommendations are given.
