An administrative manual prepared in compliance with the Stewart B. McKinney Homeless Assistance Act, and to supplement the State Plan, was distributed to all local educational agencies in Missouri to communicate the need for actively encouraging the enrollment in school of homeless children and youth. The manual includes the following: a summary of the numbers of homeless children and youth in the state and of the identified barriers to education; an explanation of the state's compulsory attendance laws and other laws and court decisions relating to residency, school attendance, and enrollment; a description of policies and procedures to be followed to assure services to homeless children and youth are comparable to services available to other students; and awareness activities, instructional strategies, and classroom and school activities designed to help improve the effectiveness of education to homeless children and youth.
