The Massachusetts Public School Improvement Act of 1985 charges the Board of Education's Early Childhood Advisory Council with conducting a comprehensive study of future trends in early childhood programs and reporting the findings to the Board of Education annually. This second report provides information in the following areas: (1) national early childhood initiatives; (2) progress on last year's recommendations concerning future trends; (3) results of a survey of early childhood programs offered through Massachusetts public schools; and (4) current directions in affordability, salaries, and quality of early childhood programs. In response to the findings, the advisory council made recommendations in four areas: administration and policy; funding; technical assistance; and staff development. Appendices include the survey, a chart of the distribution of survey responses, data from the Chapter 188 Early Childhood Program, and a table of kindergarten entry ages in Massachusetts public schools.
