The National Education Goals Report: Building a Nation of Learners.

The first annual National Education Goals Report is presented, focusing on measuring/monitoring the nation's/states' progress toward meeting the President's and governors' six national education goals. The most recent quality indicators available are presented, which are: results-oriented (focusing on whether or not the nation is achieving the goals), and intended to measure progress against world-class performance standards and not to compare states. The six goals proposed by the President and governors in 1989 concern: readiness for school; high school completion; student achievement and citizenship; science and mathematics; adult literacy and lifelong learning; and safe, disciplined, and drug-free schools. Three chapters describe performance-based national outcomes on attaining each goal, national and uniform state data on achieving the goals and related objectives, significant data gaps and proposals for creating new indicators to improve data reported in the future, and the Federal Government's role in helping to achieve the goals. Seventy-nine exhibits (tables and bar graphs) accompany the three chapters, and selected statistics for the 56 states and outlying territories are tabulated. Five appendices provide the sources of data for the exhibits, technical notes, descriptions of federal progams, full federal agency titles, and outlines of the six goals and related objectives. (RLC)
