Measuring Progress toward the National Education Goals: Public Testimony, Volume 1, Revised. Description of Outreach Activities.

The Regional Forums (RFMs) conducted by the National Education Goals Panel (NEGP) to solicit public comments on recommendations by the six NEGP Resource Groups (RGPs) are described. The RGP recommendations focus on ways of measuring/monitoring the nation's/states' progress toward meeting the President's and governors' six national education goals. The public outreach efforts to obtain comments from concerned citizens and constituencies on potential indicators and measurement strategies for monitoring progress toward the goals are described, and the participating organizations and individuals are listed. Between April 12 and May 17, 1991, eight governors conducted RFMs attended by almost 3,000 people, with between 200 and 400 present at each RFM. During the RFMs, governors and their representatives, regional experts, state and local officials, and the public offered oral testimony and talked with NEGP members. RGP representatives presented their preliminary recommendations, heard public comment, and provided the RGP with feedback for use in preparing their final recommendations. The NEGP also held forums at the April meetings of two national organizations. Over 750 people submitted written testimony to the NEGP at the RFMs and by mail. Public testimony reflects broad support for the goals, broad consensus that national goals and outcome standards should play an important role in educational reform, concerns about standardizing or centralizing control of education and about how the nation would reach the goals; and considers programs, funding, coordinated efforts, and political will needed to meet the goals. Goal 1 (school readiness) and Goals 3 (student achievement) received the most comments. (RLC)
