Compiled by the Wisconsin Board of Vocational, Technical, and Adult Education (VTAE), this fact book presents information on enrollments, financing, programs, and staffing in the state's VTAE programs from 1980 to 1990. Enrollment data is presented in four tables: 1980-90 VTAE headcount enrollment by aid category; 1980-90 full-time equivalent (FTE) student enrollment by aid category; 1985-90 VTAE target population enrollment; and 1985-90 total unduplicated headcount enrollment and FTE students in basic skills and remedial instruction courses. Data on VTAE finances is presented in five tables: 1980-90 district operational costs by aid category; 1980-90 district revenues; 1980-90 general purpose revenue aids to VTAE districts; 1981-91 mill rates, tax levies, and property values; and 1981-91 program fees and interdistrict tuition. Data on VTAE programs is presented in two tables: 1980-90 programs by instructional division; and the college parallel program from 1980-90. The final section presents data on 1980-90 district staff equivalents. Selected data includes the following: (1) total headcount enrollment is listed at 464,067 in 1980-81, compared to 447,819 in 1989-90; (2) total allocated costs for students in basic skills and remedial programs has increased from $22,491,600 in 1985-86 to $46,044,700 in 1989-90; (3) from 1980-81 to 1989-90, systemwide operational costs have increased from $198,057,300 to $382,803,400; (4) from 1980-81 to 1989-90, total district-wide revenues from program fees has increased from $20,500,400 to $51,905,600; and (5) total systemwide staffing has increased from 6,549 employees in 1980-81 to 8,554 in 1989-90.
