At Colorado Northwestern Community College (CNCC), all educational programs, as well as student services and support functions, are formally reviewed/evaluated in depth at least once every five years. This nine-part outline, providing a step-by-step description of the program review process at CNCC, includes the following sections: (1) the value of program review and evaluation in maintaining educational excellence; (2) a definition of the term "program"; (3) a list of the 10 objectives of program review; (4) the program review process, including sub-sections on the master schedule, program self-study, program review committee, analysis of program review by administrative cabinet, president's report to the board of trustees and to state agencies, and data collection and application in the program review process; (5) performance criteria for the assessment of quality, which reviews the need for the program, productive delivery of program activities/services, effective use of program resources, cost efficiency, program outcomes, unique features of successful instructional programs, and special criteria; (6) a time line for program reviews; (7) a status report to respond to the program review; (8) oversight responsibility for program reviews; and (9) guidelines for program review reports. Appended are copies of two completed CNCC program reviews, one evaluating the records office, and the other evaluating the Aviation Technology program. Both reports examine the need for the program, productive delivery of services, effective use of program resources, cost efficiency, and program outcomes, and conclude with a series of recommendations.
