The report describes services, administration, and future directions of the Children's Special Health Care Services program, part of the Michigan Department of Public Health. Division programs are carried out at local, regional, and state levels and provide: preventive services (through generic and newborn screening services and neonatal intensive care programs); free diagnostic evaluations; medical care and treatment services (providing all or partial payment for hospital and outpatient care); locally-based services (community based support to chronically ill and handicapped children and their families); a specialized home care program (assistance to families caring for their children with complex needs at home); a parent participation project (parent peer support networks and parent feedback). Funding comes from state funds (51%), Medicaid (30%), and Child Health Block Grants (17%). More than 16,000 children were served during 1988-89 and an additional 12,000 children received diagnostic evaluations. Future directions are intended to: strengthen family-centered, community-based, coordinated care structures; implement methods to assure delivery of quality care; improve administrative and operational efficiency through better automated data systems; and increase responsiveness to the needs and concerns of families and providers. Appended are tables detailing numbers of children served and expenditures by locality and diagnosis. (DB)
