Breakthrough: Successful Special Education Programs in the High School. New Jersey's Secondary Special Education Initiative. Final Report.

This publication presents the evaluation of the Secondary Special Education Initiative, a 5-year partnership between the New Jersey State Department of Education and nine school districts. The initiative was established in 1983 to enhance the development of high-school programs and services for educationally handicapped pupils. The initiative had as its goals the improvement of basic skills achievement in reading and mathematics, a decrease in the dropout rate for participating students, and an increase in post-graduation employment for participating students. In addition, each district agreed to be involved in collaborative planning, sharing, development, evaluation, and dissemination activities with the State Department of Education and with the other project districts. The report details the goals of the initiative, explains the collaborative roles of the department and project districts, describes individual project successes of five of the school districts, and identifies the strategies that enabled specific project districts to achieve one or more of its goals. Ten strategies that brought about goal achievement are presented, such as: student involvement in activities that simulate experiences of the work world; low pupil/teacher ratio; behavior and social improvement; and intensive individual, group, and family counseling. A directory of the nine school districts and contact persons is provided, as well as names and contact information for two resource persons for project assistance. (JDD)
